一定的经济结构和经济体制规定了国民经济的运行方式和效果,价格体系和价格机制仅仅是与该种经济结构和经济体制的性状相适应的经济杠杆构件。换言之,一定的价格体系和价格机制,反映一定的经济结构和经济体制的性状。所以,当一定的经济结构和经济体制相当稳定时,企图采取单一突进的办法进行价格改革,是不可能取得成功的。人们在总结十年价格改革的经验教训时,一般认为在决策上有当断不断之处,失去了价格改革的几次良机,其中尤以1984年为最。因为那是我国改革成就的高峰年,它为价格改革提供了条件,然而当时我们在价格改革方面没有大的动作。
A certain economic structure and economic system set forth the mode and effect of the operation of the national economy. The price system and the price mechanism are merely the economic lever components that suit the traits of the economic structure and economic system. In other words, a certain price system and price mechanism should reflect certain economic structures and the traits of the economic system. Therefore, when a certain economic structure and economic system are fairly stable, it is impossible to succeed in attempting to take a single step forward and price reform. When people summed up the experiences and lessons of the 10-year price reform, it is generally believed that there are many reasons for making decisive decisions. They have missed out on several opportunities for price reform, most notably in 1984. Because that was the peak year of our country’s reform achievements, it provided the conditions for price reform. However, at that time, we did not make any major moves in price reform.
