在党务工作制度建设的实践中,我们体会到,“要不要建设”的问题容易解决,而“怎样建设”的问题则比较难。因为制度的制订、实施、发展、完善、废止等一系列环节都有自己内在的客观规律性和基本原则。违反了这种规律性和原则,要么制度建立不起来;要么制度建立了,却无法去实施;即使勉强实施,也得不到预想的效果。那么,制度建设应遵循哪些原则呢?
In the practice of party work system construction, we realize that the issue of “whether construction is needed or not” can be easily solved and the issue of “how to build up” is more difficult. Because the system formulation, implementation, development, improvement, abolition and a series of links have their own inherent objective laws and basic principles. Violation of this regularity and principle, either the system can not be established; or the system is established, but can not be implemented; even if forced to implement, but also did not get the desired effect. So, what principles should be followed in system construction?
