《国务院办公厅关于部门领导同志不兼任社会团体领导职务问题的通知》(国办发[1994]59号)下发后,国务院各部委、各直属机构认真贯彻执行文件精神,已有一批部门领导干部按规定辞去了兼任的社会团体领导职务。实践证明,部门领导干部不兼任社会团体领导职务的做法有利于这些同志集中精力做好所担负的领导工作,也有利于实行政社分开。目前,在党政机关还有相当数量的县(处)级以上党政领导干部在社会团体中兼任领导职务。为了适应我国政治体制改革和经济体制改革以及机构改革工作的需要,加快政府职能的转变,发挥社会团体应有的社会中介组织作用,经党中央、国务院领导同志同意,现就党政机关领导干部兼任社会团体
