隆冬新疆,瑞雪飘飘。2004年11月17日,乌鲁木齐人民广场彩旗招展,鼓乐齐鸣,由自治区党委宣传部和有关厅局等12个部门组织的文化科技卫生“三下乡”示范团在此整装待发。简洁热烈的出发仪式后,示范团100余人乘坐10多辆车向目的地塔城地区进发。笔者有幸首次参加“三下乡”活动,从一上车就感到无比激动和新鲜。开展科技、文化、卫生“三下乡”活动是贯彻落实党的十六大、十六届三中、四中全会精神和“三个代表”重要思想的具体行动,是立党为公,执政为民,服务“三农”的重要举措,对于提高各族群众文化素质,丰富农牧区群众文化生活,缩小城乡差距,加强三个文明建设有着重要现实意义。据自治区党委宣传部副部长、自治区“三下乡”活动示范团团长段桐华介绍,自1996年到今年“三下乡”活动已开展了9年。在自治区党委、人民政府的支持和相关部门的参与下,
