政府执行力是政府竞争力的关键环节。影响政府执行力的因素包括制度因素、配置因素、技术因素和文化因素等方面。其中,技术因素的状况直接决定了政府执行力的水平,是影响政府执行力的重要环节。本文认为,影响政府执行力提升的技术因素主要有战略因素、策略和运营因素、人员和结构因素。战略因素决定了政府执行力提升的方向和政府组织发展的目标,是政府执行力提升的前提;策略和运营因素是政府执行力提升的基础;人员和结构因素是政府执行力提升的关键。
Government execution is a key aspect of the government’s competitiveness. Factors that affect the execution of the government include institutional factors, allocation factors, technical factors and cultural factors. Among them, the status of technical factors directly determines the level of government execution, is an important part of the impact of government execution. This paper argues that the main technical factors that affect the improvement of government execution are strategic factors, tactics and operational factors, personnel and structural factors. Strategic factors determine the direction of the government to enhance the implementation of the performance and the development of government organizations is the premise of the government to enhance the implementation of the premise; strategy and operational factors are the basis for improving the implementation of the government; personnel and structural factors are the key to improving the implementation of the government.
