Judging from the complete layout of the reform of the government system, the reform of the political system constitutes the prerequisite for the reform of the government system. The reform of the government system is a political issue. There is a common misunderstanding in Chinese politics and administration: the reform of the Chinese government system is a mere administrative reform.
