《中国共产党地方委员会工作条例(试行)》(以下简称《条例》颁布以来,我省各级地方党委认真贯彻执行,有效地促进了地方党委自身建设。但是,在贯彻执行《条例》的过程中,也遇到了一些新的情况,存在着一些不容忽视的问题,迫切需要认真研究解决。全省各级地方党委要继续全面贯彻执行《条例》,真正把《条例》的各项规定和要求落到实处。为了适应新形势新任务的需要,坚持和健全党的民主集中制,不断加强地方党委建设,提高各级地方党委的领导水平、工作水平,现就贯彻执行《条例》过程中需要进一步明确和强调的有关问题,提出如下意见。
