我国海洋资源状况不容乐观 ,而目前的法令制度却因存在合法性和服从性上的问题而无法发挥其最大效用。在这方面 ,渔业共同管理 (Co -management)作为一种参与式管理模式有着明显的优势。本文对参与共同管理的利益相关者及其相互之间的关系作了初步探讨。
The situation of marine resources in our country is not optimistic. However, the current legal system can not exert its utmost usefulness because of its legitimacy and obedience. In this regard, Co-management has obvious advantages as a participatory management model. This article makes a preliminary study on the stakeholders involved in joint management and their mutual relations.
