近年来,在地方立法实践中出现了一些可喜的现象,如通过新闻媒体公布法规草案,公开征求意见;举行立法听证会,公开征集立法项目;委托起草法规草案等,这一系列举措使公民的意见建议得以通过更多的方式和渠道被立法机关采纳和吸收,昭示着我国地方立法的民主化与科学化进程正稳步向前迈进。本文在对目前我国地方立法法案委托起草现状考察的基础上,对地方法案委托起草方式的具体内容及其配套的制度要求等进行了初步的探索。
