金县铸造厂是一个县营集体所有制企业,生产铁锅、铸铁管和取暖炉子。现有职工四百八十名,固定资产二百一十五万元。每年利用废铁屑生产铁锅四、五十万口,来料加工铸铁管四千吨左右。过去,这个厂受林彪、“四人帮”错误路线的干扰破坏,经济政策不落实,企业管理混乱,损失浪费严重,生产停滞不前。从一九七四年以来,连续三年没有完成利润计划,到一九七七年第一季度,还亏损五万五千元。后来,由于落实了党的经济政策,实行了奖励制度,生产才转亏为盈。从今年四月份起,中共金县县委在这个厂试行了财政包干制,全厂面貌立刻发生了巨大变化,生产蒸蒸日上,仅用半年时间就完成了全年的利润计划。这一事实告诉我们,在全党工作重点转移、进行现代化建设的过程中,必须解放思想,敢想敢做,正如华国锋同志号召我们的:“思想再解放一点,胆子再大一点,办法再多一点,步子再快一点”。中共金县县委试行的财政包干制,有利于我国现代化建设,是想方设法、发展生产的一种极好形式,是尊重企业的相对独立性,扩大企业自主权的一项有效办法。

Since April of this year, the County Committee of the CPC Jinxian County has tried a financial contract system at this factory. The entire factory has undergone tremendous changes immediately. Production has been booming. The profit plan for the entire year has been completed in only half a year. This fact tells us that we must emancipate the mind and dare to dare to do it in the process of shifting the focus of the Party’s work and carrying out modernization. Just as Comrade Hua Guofeng called on us: “The ideological liberation is a bit more, and the courage is greater. A little more, the pace is a little faster." The trial of the financial contracting system tried by the County Party Committee of the CPC Jinxian County is conducive to China’s modernization construction. It is an excellent form of trying to find ways to develop production, and is an effective way to respect the relative independence of enterprises and expand the autonomy of enterprises.
