建立刑事被害人国家补偿制度是营造社会稳定的重要因素。提出了建立刑事被害人国家补偿制度的建议,阐析了刑事被害人国家补偿制度的概念及其必要性、可行性,并进而提出了建立中国刑事被害人国家补偿制度的立法建议。
