当前,核工业矿冶系统的铀矿山经济效益普遍低下,亏损严重,转民步履艰难,缺乏生机与活力,处于十分困难的境地。以七一一矿为例,究其原因,主要是:产品结构单一,缺乏竞争能力;企业连年亏损,长期负债经营;人才流失严重,队伍难以稳定;队伍趋向老化,人才出现断层;富余人员增多,安置十分困难;“大企业”、“小社会”,领导不堪负重。等等。要改变这种状况,使铀矿山尽快走出困境,笔者认为,根本出路在于:
