近来,很多中小城市为了搞“畅通工程”,以摩托车“影响城市形象”为名,对摩托车大发禁令。闻之,甚是惊诧。摩托车在中小城市到底是该禁还是不该禁,并非玩于股掌间般简单,得看一看摩托车对中小城市的经济建设到底是利大于弊还是弊大于利。笔者不赞同禁,举证几点: 首先,我国中小城市至今还需要作为交通工具的摩托车。目前我国依然是一个欠发达的发展中国家,中小城市以及周边的乡村还可以用“落后”两个字来概括,其交通建设远远不能满足经济发展和人民生活水平的需要,摩托车作为代步的交通工具,可以弥补政府在这方面的不足。

The author does not approve of the ban and points out the following points: First, small and medium-sized cities in China still need motorcycles as vehicles. At present, China is still an underdeveloped developing country. Small and medium-sized cities and the surrounding countryside can also be summed up with the word “lagging behind”. Its transportation construction is far from meeting the needs of economic development and people’s living standards. Motorcycles are used as a means of transport. The means of transportation can make up for the lack of government in this area.
