立法事权的制度建构既有现有立法修缮的趋势印证,又有我国旧有立法史实的立法样板佐证。立法事权本身蕴涵着深刻的利益因素,是一种政治资源在现实格局中的缩影,能影响国家在地方的产业布局与发展方向,同时也关乎城市的未来格局与定位。立法事权在划定改革中应注重央地分权和地方治理的实际需要和立法权放开的稳步推进,并结合省情考虑各级地方立法事权的侧重。
The system construction of legislative power has both the proof of the current trend of legislative renovation and the evidence of the legislative model of the old legislation of our country. Legislative power itself contains profound factors of interest, is a microcosm of the political resources in the real situation, can affect the country in the local industrial layout and development direction, but also relates to the city’s future pattern and positioning. In defining the reform, the legislative power should pay attention to the actual needs of decentralization of central and local governments and the steady promotion of the legislative power, and should consider the power of local legislative powers at all levels in light of provincial conditions.
