六十年代至七十年代初期,东南亚大多数国家和政府通过专门法令(即所谓投资法)保证了在一系列国民经济部门中引进外国私人资本的优惠制度。订出最优惠制度的是马来西亚、新加坡、泰国、菲律宾和印度尼西亚,这五国是美国私人资本在本地区的主要投资对象。 本地区各国都建立专管外国投资的机构,其职能首先是执行投资调整条例与帮助外国投资者安排企业经营。
From the 1960s to the early 1970s, most countries and governments in Southeast Asia pledged their preferential policies to introduce foreign private capital into a series of national economic sectors through special decrees (the so-called investment law). The most favorable regimes are Malaysia, Singapore, Thailand, the Philippines and Indonesia, which are major investments in the region by private US capital. All countries in the region have set up specialized agencies for foreign investment. Their functions are first and foremost to implement the investment adjustment regulations and help foreign investors to arrange their business operations.
