江泽民的对外开放思想主要体现在“引进来”和“走出去”相结合的开放战略以及扩大对外开放的地域和领域、提高对外开放水平和层次的新要求。延边州在对外开放战略的指导下,积极发挥独特的区位优势,取得了可喜的成绩。同时要设法减小对外的依赖程度、坚持将扩大内需作为经济发展的长期战略方针和基本立足点,适时对延边州对外开放政策和目标进行战略性调整,着力引进国内资金,提高现有产业水平,为吸引外资夯实基础。
