第一条:森林火灾对森林资源的破坏很大。当前开荒烧垦和烧灰积肥等生产活动正逐步展开,因之森林火灾发生的因素亦逐渐增加。各地必须提高警惕,严加防范。第二条:各地区,特别是林区和山区的县、区、公社、大队、生产队、农林场,以及这些地区的机关、团体、部队、学校、企业、厂矿等各级组织和各个部门,都应当把护林防火工作当作本部门的一项重要任务,加强护林防火的宣传教育,恢复和健全护林防火制度。
