In order to implement the “Guiding Opinions of the State Council on Dealing with the Paradox of Severe Overcapacity” (Guo Fa [2013] No. 41), to promote electrolytic aluminum enterprises to speed up technological progress and reduce energy consumption, recently, the National Development and Reform Commission, Ministry of Industry and Information Technology Notice on Implementing Tariff Power Price Policy for Electrolytic Aluminum Enterprises’ Utilization of Electricity (Development and Reforming Price [2013] No. 2530) has decided to implement a tiered electricity price policy on electricity consumption of electrolytic aluminum enterprises as of January 1, 2014.
