《中国教育改革和发展纲要》提出:“中小学要由应试教育转向全面提高国民素质的轨道”。在此之后,素质教育蓬勃发展,中小学教育教学的中心点也从原来以教师为主体的怎样教转变为以学生为主体的怎样学。而随着社会的发展、素质教育的新要求和信息技术的广泛应用,教育教学的重点又逐渐发生了变化,由原来如何提高课堂效率的“优化教”到促进学生全体发展、全面发展、个性发展的“优化学”。在这一转变过程中,现代信息技术的作用功不可没。
