我国煤炭资源丰富,探明储量已超过7000亿吨,居世界第三位。煤又是我国出口的大宗商品之一。随着我国改革开放的深入,对外贸易日益发展,煤的出口量逐年增加。1986年出口约980万吨;1937年1350万吨;今年预计可达1600万吨。为了进一步开拓国际市场,扩大煤炭的出口,必须要对出口煤炭的质量加强监督管理以提高出口煤炭的质量,维护国家外贸的信誉,扩大出口创汇。最近我们会同煤炭工业部有关公司对山西、河北、山东三省的一些出口煤炭的煤矿、煤站进行了调研,发现了几个影响出口煤炭质量的问题,特提出以供参考。一、必须作到批批合格,不搞加权平均加权平均对于不同批次同一品种煤炭进行整体性质评估无疑是正确的,但用在煤炭出口中往往就出问题。这样的情况经常发生,例如今年二月份从石臼港出口的1700吨无烟
