Jingyang Township is located in the junction of urban and rural areas in the east of Deyang City, Sichuan Province. The total population of the township is 20,361, of which 9,964 are agricultural population and 9,307 ares cultivated land, belonging to typical suburban economy. In recent years, the township party committees and governments based on reality, calmly analyzed the weak links existing in the township. In response to the difficulties of increasing peasants’ income, the collective economic development of the village groups lags behind and their strength is weak. There are still some individual cases of shell-covered villages and indebted villages. Village total
