依法治水是加快水利改革、建立适应社会主义市场经济要求的水利新体制、促进水利事业持续发展的需要,是保证水利改革与发展的立足点和灵魂所在。依法治水是实行法制经济的一个重要环节,也是依法治国的重要组成部分。目前,仍有一些问题一直困扰着依法治水的顺利推行。主要表现在以下5个方面:
