国家权力是现代权力的主要和典型形式,具有人民性、强制支配性、扩张性和异化性。国家权力结构的和谐对于控制国家权力的扩张性和异化性具有重点意义,也是构建和谐社会的题中之义。国家权力的结构有纵向和横向两个维度。只有通过深化政治体制改革,完善中央权力与地方权力的配置和运行机制,完善立法权、行政权和司法权的配置和运行机制,才能使国家权力结构达到和谐状态。
State power is the main and typical form of modern power. It has the characteristics of people, dictatorship, expansibility and alienation. The harmony of the power structure of the state is of great significance for controlling the expansion and alienation of the state power and is also the meaning of building a harmonious society. The structure of state power has two dimensions: vertical and horizontal. Only by deepening the reform of the political system, perfecting the configuration and operation mechanism of the central and local powers, and perfecting the allocation and operation mechanisms of legislative power, executive power and judicial power, can the state power structure reach a harmonious state.
