30多年经济高速发展成功解决了经济增量问题,随着时间的推移,高速发展过程中潜在的问题日益显现。为解决积累多年的存量问题,特别是实体经济产能过剩、房地产高库存、基础设施超大超量建设、地方债务高企、银行不良资产较多等问题,党中央及时提出着力加强供给侧结构性改革,着力提高供给体系质量和效率,增强经济持续增长动力的新政策概念。落实到交通行业就是要化解存量债务,控制新增债务,推行政府与社会之本合作模式(PPP模式),吸引社会资本参与交通基础设施的建设等方面。本文以黑龙江省收费公路为例,在总结BOT运作失利原因基础上对推行PPP模式提出建议。
Over the past 30 years, the rapid economic development has successfully solved the problem of economic growth. As time goes by, potential problems in the rapid development have become increasingly apparent. In order to solve the problem of stockpiles accumulated over many years, especially overcapacity in the real economy, high inventory of real estate, excessive oversupply of infrastructures, high local debts and high non-performing assets of banks, the Central Party Committee promptly put forth efforts to strengthen supply-side structural reforms, Focus on improving the quality and efficiency of the supply system and enhance the concept of a new policy of sustained economic growth. To implement the transportation industry is to dissolve the stock of debt, control new debt, promote the government and society of the cooperation model (PPP mode), to attract social capital to participate in the construction of transport infrastructure and so on. This paper takes toll road in Heilongjiang Province as an example, puts forward suggestions on pushing PPP mode on the basis of summarizing the reasons for the defeat of BOT operation.
