【核心内容】2013年3月29日,浙江省民政厅制发了《〈浙江省探索建立普惠型儿童福利制度“先行先试”试点实施方案〉的通知》(浙民儿[2013]72号,下称《实施方案》),决定在温州市、海宁市、江山市开展探索建立普惠型儿童福利制度“先行先试”工作。《实施方案》提出了目标和任务,要求按照“分层次、分类型、分标准、分区域”的方法,加大政府对儿童及其家庭的扶持和保障力度,建立与当地经济社会发展水平相一致、符合全体儿童利益的普惠型儿童福利制
【Content】 On March 29, 2013, the Zhejiang Provincial Department of Civil Affairs issued the “Notice on Establishing a Pratical Child Welfare System in Zhejiang Province” and the “Pilot Implementation Plan” (Zhemin Children [2013] ] No. 72, hereinafter referred to as the “Implementation Plan”), decided to carry out the work of exploring and establishing a universal-child welfare system in the cities of Wenzhou, Haining and Jiangshan.
