救灾应急预案的出台和实施,进一步建立和完善了突发性自然灾害紧急救助体系和运行机制,增强了救灾工作的预见性、规范性和时效性。但在具体实施过程中还存在着一些不够规范、不够完善的问题。为建立健全灾害应急机制,提高预案的科学性、实用性和可操作性,笔者试提出如下几点建议:
The promulgation and implementation of emergency response plans for disaster relief further established and perfected emergency rescue and operational mechanisms for sudden natural disasters and enhanced the predictability, normativity and timeliness of relief work. However, there are still some problems that are not normative and imperfect in the process of implementation. In order to establish and improve the disaster emergency response mechanism and improve the scientificity, practicability and operability of the plan, the author tries to make the following suggestions:
