从某种意义上说,制约国有企业发展的最主要因素在于企业制度的缺陷与企业制度创新的滞后。造成这一状况的重要原因是宏观层次上对分布过宽、战线过长、比重过大的国有经济结构战略性调整力度不够,而在微观层次上却又要求国有企业按竞争性的模式进行改革,即进行企业制度创新。国有经济结构调整和企业制度创新是从宏观层次上和微观层次上考虑推进国有企业改革的,只有把两者结合起来,并以国有经济结构调整作为企业制度创新的前提,把企业制度创新作为国有经济结构调整的基础,两者相辅相成,相互促进,国有企业改革才能取得成功。
