One of the basic goals of rural reform and development put forward by the Third Plenary Session of the 17th CPC Central Committee is that basically the establishment of an integrated institutional mechanism for urban and rural economic and social development by 2020 will be an arduous task for our big agricultural province . The province has a large agricultural population and a relatively backward rural development.
