In its “Proposal” for formulating the 10-year plan and the “Eighth Five-Year Plan”, the CPC Central Committee has set forth five basic requirements for our country to achieve the second-step strategic goal by the end of this century. One of the important aspects is that after going through the efforts of the next 10 years, "we should initially establish a planned economy that meets the requirements of a planned commodity economy based on public ownership.
