80年代我国经济建设在改革开放中得到了顺利、健康的发展,国民生产总值年均增长率高达9%,引起世人瞩目。但随着人口不断增加,城市迅速扩大,财富快速增长,火灾带来的危害也是相当严重的,特别是几起震惊世人的特大火灾,值得引起各级政府和社会各界人士的重视和回顾。 一、80年代火灾的一般趋势 在1981~1990年10年中,全国共发生378857次火灾,死亡22758人,受伤35035人,损失折款35.47亿元。平均每天发生火灾104次,损失96万元,每次火灾损失约9千元。具体每年火灾统计数字如下:
In the 1980s, China’s economic construction achieved a smooth and healthy development during its reform and opening up. The annual growth rate of its gross national product was as high as 9%, attracting world’s attention. However, with the continuous increase of population, rapid expansion of cities and rapid growth of wealth, the damage caused by the fires is also quite serious. In particular, several large-scale fires that have aroused the world’s attention are worthy of attention and review by all levels of government and people from all walks of life. I. General Trend of Fires in the 1980s During the 10 years from 1981 to 1990, there were 378,857 fires nationwide, killing 22,758 people and injuring 35035 people, with a total loss of 3.547 billion yuan.
