各省地矿行政部门主管全省矿产资源、地质勘查行业和地质环境,主要职能是维护矿产资源国家所有权。根据中央授权履行矿产资源管理、矿产资源开发监督管理、地质勘查行业管理和地质环境监督保护管理,并搞好矿产资源的规划和区块管理。要完成这些任务,需要一支素质高、能力强、职业道德好的队伍。但目前地矿行政队伍的现状,远远满足不了职能上的需求,其主要问题是: 文化层次低就黑龙江省地矿
