国务院对《信访条例》进行修订,主要突出了以下几点:一是增加了畅通信访渠道的内容,以更好地加强党和政府与人民群众的联系、及时了解社情民意并化解社会矛盾。二是增加了创新信访工作机制的内容,以提高处理信访事项的效率和效果。三是完善了切实维护信访秩序的内容,以更好地保护广大信访群众的合法权益,维护社会稳定。四是增加了强化信访工作责任的内容,以促进群众反映的合法、合理问题及时得以解决。信访制度的改革不宜缓行,让信访与问责亲密接触,让信访与回避亲密接触,让律师与信访亲密接触,让法官与信访亲密接触,让传统的信访制度通过制度创新焕发出新的生机活力,应当是信访改革的大势所趋和必由之路。
