防洪工程的经济效益一般是指防洪工程可以减免的国民经济损失。它往往要用淹没区经济财产洪灾损失率计算,这就需要对防洪保护区进行经济财产普查和洪灾损失调查。我们在做内蒙古哲盟西辽河平原区防洪规划时,对2个城镇4个旗县及专项工程进行了防洪经济效益普查。
The economic benefits of flood control projects generally refer to the national economic losses that flood control projects can be exempted from. It is often calculated using the flood loss rate of economic assets inundated areas, which requires the investigation of economic and property census and flood damage in flood control protected areas. When we were planning flood control in the Xiliaohe Plain of the Tibet Autonomous Region, we conducted a general survey on the economic benefits of flood control in four flag counties and two special projects in two cities and towns.
