中共中央党史研究室副主任李忠杰在《瞭望》第35期上撰文说,党的执政能力到底包括哪些方面的内容?目前有关方面和理论界有不同的概念和理解。我认为,简单地说,执政党干什么,执政能力就包括哪些方面,展开来说,应包括以下10个方面的内容:1.科学分析形势和任务、制定执政的纲领、路线的能力;2.掌握国家政权、保持执政党的合法性和执政地位的能力;3.驾驭国家机构、协调各种政权组织相互关系的能力;4.运用国家机器、推动经济和社会发展进步的能力;5.坚持执政为民、满足人民群众利
Li Zhongjie, deputy director of the Party History Research Center of the CPC Central Committee, wrote in the 35th issue of “Looking Ahead” that what are the contents of the party’s ability to govern? There are different concepts and understandings between the parties concerned and theorists. In my opinion, simply speaking, what the ruling party should do and what aspects of governance should be included in the following ten aspects should be included in the development: 1.
