出生缺陷和残疾已日益成为影响人口素质的重要问题。出生缺陷让很多父母、很多家庭背负着痛苦、孤独和无望。在我国每年2000万的新生儿中,有4%-6%的孩子有出生缺陷,这还不包括因为有缺陷而无法降生到世界上的胎儿。

Birth defects and disability have increasingly become important issues affecting the quality of the population. Birth defects make many parents, many families bear pain, loneliness and hopelessness. Of the 20 million newborns in our country each year, 4% to 6% of children have a birth defect, which does not include the fetus that can not be born to the world because of defects.
