一,连云港开发与陇海兰新地带协调发展的客观必然性和战略意义改革开放以来,我国东西部经济差距比过去拉大了。其中有两大原因:其一是沿海发展战略造成的地区政策倾斜;其二是市场力量的作用使生产要素向效率高、效益高的东部流动。这是在经济发展过程中的必然情况,这种差距将在市场经济的发展中逐步缩小,协调发展是客观必然趋势。近年来,陇海—兰新经济地带出现了很多跨地区、跨所有制、跨行业合作的新形式,主要有,(1)物资协作,互通有无;(2)沿海地区建立原材料基地,联合开发资源;(3)补偿贸易,联合发展对外经济贸易;(4)在沿海开设“窗口”,办企业;(5)跨地区企业间双向投资,双向参股;(6)跨地区承包企业;(7)跨地区银行贷款、融通拆借资金;(8)跨地区人才流动;(9)跨地区技术协作与开发;(10)技术
I. Objective Necessity and Strategic Significance of Coordinated Development between Lianyungang Development and Longhai New Zone Since the reform and opening up, the economic gap between the eastern and western regions has widened in the past.
