2004年6月1日,允许非公募基金合法存在的《基金会管理条例》正式实施,当天,叶康松慈善基金会在温州宣告成立,一个多月后正式运营。该慈善基金会由美国康龙集团总裁叶康松个人捐赠原始基金200万元人民币发起成立,以救助温州市困难群体中的特定对象为己任。这是解放以来大陆第一个以个人名字命名的慈善基金会。
On June 1, 2004, the Regulations on the Management of Foundations that allowed non-public funds to exist legally were officially implemented. On that day, the Ye Kangsong Foundation was declared established in Wenzhou and officially operated more than a month later. The philanthropic foundation was founded by the personal donation of 2 million yuan of original fund by the president of the United States Kanglong Group, and it is the responsibility of the philanthropic foundation to rescue certain groups in the disadvantaged groups in Wenzhou. This is the first charity foundation in mainland China named after the liberation.
