The reason for the slow development Although family health care has its obvious advantages, the development in the last decade has been lower than expected. Medical insurance statistics show that in 1969, 1.3% (or 85 million U.S. dollars) of the 6.25 billion U.S. Medicare insurance budget was spent on home health care services; six years later, 25 million people enjoyed medical insurance at a price of 250 million U.S. dollars. Health care services account for only 1.5% of the total health care insurance budget of US$16 billion. The Medicaid programme statistics also show that 0.9% of the total budget ($28.9 million) in 1967 was spent on household health care, and in 1973 it fell to 0.7%, or $63.8 million.
