人事档案是人员管理部门(组织、干部、人事和劳动部门)在了解人、使用人过程中形成并记述和反映个人经历、政治思想、工作实绩、业务能力、工作表现、品德作风状况,以个人为单位、由组织统一整理、保存起来以备查考的人事材料。人事档案具有以下七个方面的特点:一、具有现实性。人事档案材料虽然是人员在历史上形成的,但都是为现实人事管理工作服务的。它不仅反映了个人工作、生活的各个侧面,而且因其反映的内容丰富,材料来源广泛,涉及各个部门、各个方面,因此,是组织选拔优秀干部的有力依据。二、具有专一性。每一份人事档案从形成过程和管理利用角度看,都有一定的专指对象,是围绕“个人”进行的,只有一个专指对象。
