金融自由化与金融监管在金融国际化的发展下并行不悖,“审慎例外”条款必要并且将长期存在。但必须对其进行必要的限制,因为金融自由化才是最终的发展方向。
Financial liberalization and financial regulation go hand in hand in the development of financial globalization. The “Exceptional Exceptions” clause is necessary and will exist for a long time. However, the necessary restrictions must be put in place because financial liberalization is the ultimate direction of development.
