实行社会主义市场经济,不仅是我国经济管理体制和经济运行机制上的一场革命,同时也必然给我国的民主宪政制度带来深刻的影响。这种影响的一个重要内容将是促进我国社会权力结构的优化,从而有利于扩大和保障公民的权利与自由。下面我们对此作些简要论述。所谓社会权力结构就是社会权力总量中由国家行使的部分同公民保留下来自己行使的部分间的一种量上的比例关系。现代民主宪政体制,不论属于哪一种类型,至少在宪法和法律上都承认一切权力(或主权)属于人民,即承认人民是一切权力的本位主体。但是,在社会的实际政治过程中,人民总得或多或少地将一部分权力委托给国家机关行使,他们自己则直接行使未委托出去的那部分权力并监
The implementation of the socialist market economy is not only a revolution in China’s economic management system and economic operation mechanism, but it also inevitably brings profound influence to our country’s democratic constitutional government system. An important part of this impact will be to optimize the structure of our social power so as to be conducive to the expansion and protection of citizens’ rights and freedoms. Here we make some brief discussion. The so-called social power structure is the amount of social power among the part exercised by the state and the part reserved by the citizens to exercise a quantitative relationship between themselves. No matter what kind of genre it belongs to, the modern constitutional system of constitutionalism and law admit that all power (or sovereignty) belongs to the people, that is, people recognize that people are the basic subject of all power. However, in the actual political process of the society, the people always have to delegate a part of their power to the state organs more or less, and they themselves directly exercise the power not delegated to them
