制度廉洁性评估是反腐倡廉机制创新、立足源头预防和治理腐败的重要举措。它从反腐倡廉出发,不仅可以收到从源头上防治腐败的成效,还与依法行政相契合,有利于促进法治政府建设。加强制度廉洁性评估工作,应当明确制度廉洁性评估的原则,完善制度廉洁性评估指标体系,健全制度廉洁性评估体制、机制和程序,逐步推进和实现制度廉洁性评估规范化和制度化。制度廉洁性评估应当坚持过程和结果兼顾的原则。制度廉洁性评估不是单纯的事后评估,应当包括两个方面:一是对政策方案、立法草案等制度雏形的审视,其实这是对立法、决策等抽象行为的审查评估,即对制度形成过程的
