基层医药卫生工作的科研成就，是衡量某个基层地区、或单位医药卫生水准高低的标志之一。然而，基层（指地、县级）卫生单位在科研方面，面临着许多问题。概括起来，有以下几方面：1．某些领导对医药科研的认识不足 在实行岗位责任制后，出现有某些短期行为，把科研与常规业务割裂、甚至对立起来。如重日常业务，轻视医药科研，或重眼前经济效益，轻视科研的远期社会效益和经济效益，从而使科研工作的人、财、物得不到保障。有的人口说重要，做起来就不是那么一回事，并没有列入目标管理、绩效考核的内
The research achievements of grass-roots medical and health work are one of the signs to measure the level of medicine and health of a certain grass-roots region or unit. However, grassroots (referring to the county, county) health units face many problems in scientific research. To sum up, there are the following aspects: 1. Some leaders lack understanding of pharmaceutical scientific research. After the implementation of the post responsibility system, some short-term behaviors have emerged, and the scientific research and routine business have been separated or even opposed. If we focus on day-to-day business, we should despise medical science research, or pay attention to economic benefits, and despise the long-term social and economic benefits of scientific research, so that the people, finances, and materials of scientific research work cannot be guaranteed. Some people say that they are important. They are not the same as they are. They are not included in the target management and performance appraisal.
