培养选拔少数民族干部是执行党的民族政策,解决好民族问题的关键。近年来,灵武市委根据本市少数民族聚居的特点,坚持以邓小平理论为指导,深入贯彻党的民族区域自治法,紧紧围绕经济建设中心,按照干部“四化”方针和德才兼备的原则,培养出一支结构合理、素质较高,能够适应改革开放和发展社会主义市场经济需要的少数民族干部队伍,为维护全市稳定团结、发展进步,提供了有效的组织保证。他们的基本作法是:一、抓规划,使培养与选拔使用科学化。灵武市委根据中央和自治区党委关于培养选拔和使用少数民族干部的总体规划,先后修改完善了《关于进一步做好培养选拔少数民族干部工作的意见》、《灵武市干部培训五年规划》和《灵武市1998～2003年党政领导班子建设五年规划及实施方案》,明确提出,经过三五年的努力,使全市各级领导班子逐步形成不同年龄、少数民族干部占一定比例,尤其年轻干部比例要有较大提高的目标,并由市委组织部按规划有步骤地实施。通过制定和完善规划,使全市培养选拔少数民族干部工作目标明确,有章可循。
