在当前转换企业经营机制的过程中,流传着这么几句话:“老二不如老大,老大不如老乡,老乡不如老外”。说的是“二全民”模式的轻工集体企业的轻营机制不如全民所有制企业,全民所有制企业不如乡镇企业,乡镇企业不如外资和三资企业。从西安市二轻集体所有制工业企业的情况来看,确实如此。
