2001年1月20日,布什宣誓就任美国第43届总统;4月17日,布什提名著名发展心理学家Russ Whitehurst为国家教育部副部长,全面负责教育研究与改进工作;6月17日,布什政府明确表示要非常重视早期读写教育,强烈批评:Head Start及High/Scope等美国主流幼教课程忽视读写教育,拉大了贫富家庭儿童读写能力差异;7月底,由第一夫人劳拉·布什召集的为期两天的幼儿认知发展高峰会在白宫举行,400名全美幼教专家与会。至此,一场旨在全面提高美国幼儿整体读写能力并最终提高其综合国力的幼教改革序幕井然拉开。
