改革开放以来,我国启动了全方位的经济改革,能源市场化竞争取得了丰硕的成果。随着改革的深入和形势的变化,迫切需要进一步深化能源市场改革,以更清晰准确的目标和更严密的顶层设计,解决能源市场化发展中存在的问题。一、存在的问题近年来,电力行业后续阶段性改革跟进不及时、政策体系不配套,导致能源市场化的深入改革进展缓慢,进一步改革难度较大,诸多历史遗留问题仍尚待解决。
Since the reform and opening up, China has started a full range of economic reforms and has achieved fruitful results in energy-based market competition. With the deepening of the reform and changes in the situation, there is an urgent need to further deepen the reform of the energy market so as to solve the problems in the market-oriented development of energy with clearer and more accurate targets and more rigorous top-level designs. First, the existing problems In recent years, follow-up phase of the power sector follow-up reform is not timely, the policy system is not complete, resulting in slow progress of the energy market-oriented reform, further reform is more difficult, many historical issues remain to be solved.
