一、绪言 一九五五年七月十八日国务院副总理邓子恢在『关於根治黄河水害和开发黄河水利的综合规划的报告』中曾经提到黄河的水力尤其宝贵。黄河仅从青海贵德以下的水力就可以发电2,300万瓦,每年能发电1100亿度(瓩时),对黄河流域的工业发展以至整个国家工业化和电气化事业有伟大的意义。黄河由於地势优越,大多数水电站的造价都比其它地方低廉;发电成本可以低到目前我国火力发电成本的十分之一左右。
I. INTRODUCTION Deng Zihui, Vice Premier of the State Council, on July 18, 1955, mentioned in the “Report on Comprehensive Planning for Water Eradication and Development of the Yellow River Water Conservancy” that it is especially valuable for the Yellow River. The Yellow River can generate 23 million watts of power only from hydropower below Qingde and can generate 110 billion kilowatt hours a year, which is of great significance to industrial development in the Yellow River Basin and to the cause of industrialization and electrification throughout the country. Due to the superior terrain of the Yellow River, the cost of most hydropower stations is lower than that of other places; the cost of power generation can be as low as about one tenth of the cost of thermal power in China.
