今年是《中共中央关于科学技术体制改革的决定》颁布十周年。十年来,云南省科技体制改革取得了一定的成效,民营科技随着深化改革蓬勃兴起,为发展云南经济做出了一定贡献。为了祝贺全国科学技术大会的召开和圆满成功,本刊请云南省民办科技的主管人、云南省民办科技机构管理委员会主任刘广善,撰写了《加快科技园建设,推进云南民办科技事业发展》一文予以刊出。以代表云南民办科技界同仁,作为贯彻、执行《中共中央关于科学技术体制改革的决定》的继续。刘广善同志的文章,以大量的事实及其实践体现了“科学技术是第一生产力”的伟大战略思想,贯穿着“经济建设必须依靠科学技术,科学技术工作必须面向经济建设”的基本方针。15年来,云南民营科技界,跻身世界新科技革命和科技、经济一体化的时代潮流,紧紧围绕实现科技与经济结合、加速科技基地建设和科技成果转化这一核心,将市场经济机制引入科技运行和管理,多种途径、更加富有成效地利用云南丰富资源为经济建设服务,使云南的科技事业产生了量与质的飞跃。文章还揭示,只要下大功夫,图大发展,云南就一定能完成建立新型科技体制这一光荣的历史任务。
