四川省达州市是全国闻名的革命老区、欠发达地区,2008年全市人均可用财力仅相当于全省平均水平的63.4%。面对艰难困境,为了将财政“蛋糕”做大,把财政资金都用在刀刃上,达州市财政部门在推进财政科学化精细化管理方面进行了大胆探索和有益实践,取得了显著成效,财政收入连创新高,财政支出效益明显增强,有力促进了全市经济社会又好又快发展。
